Abstract

The purpose of the article is to identify prospects of cooperation on digital economy between China and the EAEU member states in the framework of the Conjunction of the EAEU and the “One Belt, One Road” initiative. The article shows that the digital economy as a result of the genesis of the information revolutions is a new key engine for sustainable economic development, improvement of productivity, reconfiguration of the international division of labor and the deepening of globalization processes and the emergence of new markets and industries in the world in the post-crisis period. The article reveals the characteristic of the development of digital economy in the World and analyzes the development of digital economy in China and the EAEU member states. Based on revealing the main idea of China's Digital Silk Road and the essence of the EAEU Digital Agenda, the main promising directions for the development of cooperation between China and the EAEU in the framework of the “One Belt, One Road” initiative were identified: improve information and communication technology (ICT) infrastructure and facilitate Cross-Border Data Flows; expand the scope of cooperation and sign trade facilitation agreements at Union level and at the national level; move to a new level of mutually beneficial cooperation on digital economy of the China-EAEU-EU.

Abstract

Small and medium-sized enterprises provide economic growth in many countries of the world. Economic pressure requires continuous improvement of the company's efficiency, staff knowledge, training to survive or remain competitive. Due to limited resources, often financial, SME managers reduce training activities and the introduction of new technologies in their companies.

The purpose of this article was to study the possibilities of e-learning in SMEs. The main trends of modern e-learning were considered.

It was noted that, despite the obvious advantages of using e-learning in SMEs, there were a number of obstacles to the active introduction of e-learning, namely: lack of availability of e-learning, lack of management support, lack of quality courses, reluctance of staff to use technology, lack of investment by companies in technology and lack of University-level and non-academic courses tailored to the needs of the enterprise.

The article considers possible ways of overcoming the described problems and suggests ways to solve them.

Abstract

The article systematizes theoretical and methodological approaches to the economy and the organization of new industrial technologies, including Industry 4.0, the trends of influence of technical and technological megatrends on the economic development of society. Based on the theoretical and methodological framework refined interpretation of the concept "digital technology" and "digital transformation of manufacturing industry" and also developed the ideal model digital industrial enterprises included in the organizational-economic mechanism of the digital transformation of the manufacturing industry of the Republic of Belarus.

Abstract

The discussion issues of the digital economy and its corresponding tools and management technologies are studied, attention is paid to the current state of digital technologies, economic principles and provisions of formation and peculiarities of functioning, forecasts of the development of digitalization processes in society are made. Comparative study of classical views of management in the conditions of intensification of processes of digitization and building digital models of the world, the peculiarities of the influence of the control subsystem, presented various algorithms, features, and components of artificial intelligence to the control subsystem, namely, personnel, human resources, user groups, social groups. The conclusion is made about the cardinal change of management paradigm and depersonalization of highly effective processes of management of various focus groups by formalized and algorithmized teams of artificial intelligence.

Abstract

The article is devoted to the evaluation of innovative susceptibility of industrial organizations of the Republic of Belarus for 2014–2018. The author proposes a system of indicators of innovative susceptibility of industrial organizations, on the basis of which the assessment is carried out. It is established that Belarusian industrial organizations over the past five years have taken a number of measures to develop their innovative susceptibility, but there are problems that need to be addressed. The factors hindering innovations in the industrial organizations of the country are revealed. The work uses general scientific methods of cognition of economic phenomena and processes (analysis and synthesis, a systematic approach, the dialectical method, etc.). The significance of the work lies in the fact that such an assessment is currently absent in scientific research.

Abstract

The article describes the main functions of socially oriented innovation in connection with technical innovations  – drivers of the third industrial revolution. Analysis of domestic and foreign innovative publications helped to formulate the basic principles of innovation in the social sphere. Directions of long-term stimulation of innovation activity in conditions of digital transformation have been developed. They are based on basic principles. It is also shown that the socio-economic development of the country should be based on qualitative population growth. Otherwise, the strategic importance of socio-economic policy is nulled and futuristic uncertainty comes. It is proposed to stimulate innovation in social sectors by increasing the innovative mentality of future generations of Belarusian people, improving the exchange of data in the system of information support of science, and by increasing the number of available sources of financing for innovations.

Abstract

An effective method for solving data security problems is proposed. A new approach to the design of steganographic system based on the three basic methods - the introduction of parts of a shared secret into images with the possibility of further extraction of secret information, authentication of parts of a secret, self-healing of this security system. Such a system provides a greater degree of protection and secure data storage. The Windows application implements the proposed steganographic model, has no analogues and meets all the requirements set for steganographic software.
