Abstract

The main purpose of the article is to analyze the effect of the information technologies (IT) usage by Belarusian SMEs based on a sample survey of CEOs from 424 entities. The study showed that, in general, business processes automation brings positive effects; in particular, IT can improve interaction with suppliers, contractors and banks, as well as, in general, increases the enterprise competitiveness. The correlation results demonstrate how organizational factors are associated with the management's assessment of the IT impact both on general performance and on specific business processes. In the conclusion, the policy implications on stimulating the IT usage by Belarusian enterprises are presented.

Abstract

In fact, a new arms race could start in the world as a side effect of the so-called “4th Industrial Revolution” – 
the main innovative trend of which is the widespread use of technologies such as artificial intelligence, machine 
learning, quantum computing, additive manufacturing, robotics, Internet of things, cloud technologies etc., and 
the countries involved in military conflicts cannot neglect this circumstance. As a small country, Armenia needs an 
economy-army coalesced “intelligent” system that will respond adequately to any, even the slightest threat to the 
country's security. This approach requires the development of indigenous defense industry. It is obvious that the 
development of Armenian defense industry is in the inevitable point of intersection of the new wave of economic 
transformations and the breakthrough of the “4th Industrial Revolution”, as the initiator of positive changes in the 
economy, from which positive externalities must be spread throughout the economy by a chain reaction. The article 
discusses the issues of defense industry development in Armenia in accordance with new challenges of Industry 4.0.

Abstract

In connection with the digital transformation of the Belarusian economy companies face the task of choosing the ways of transition from classical methods of human resources management to the model "HR 3.0", which allows to increase efficiency and speed of solving the tasks of recruitment, retention and development of personnel as a result of using cloud technologies, chat bots and artificial intelligence. One of the key areas of human resources management improvement is digitalization of the recruiting process. The article suggests the technology of implementation of digital recruiting by Belarusian companies; the method of evaluation of candidates' CVs is given; the method of conducting preliminary interviews with the use of intelligent dialog systems based on the principles of machine learning is given; the example of using the chat-bot in the process of selection and evaluation of candidates is considered; the advantages of digital recruitment over the classical methods of personnel recruitment are specified.

In general terms, it is proposed to consider risks from the management of IT company, from random factors, from customer’s decision-maker, from customer’s employees, from the state, as well as marker risks.

Abstract

The article discusses the experience of introducing and using multifunctional identification cards in the education system of the Republic of Belarus. The main advantages of using radio frequency identification technologies are considered. Electronic identification cards have been introduced in the national education system: student cards, employee IDs, student cards. Due to the observance of the principles of continuity of technical solutions in the process of project evolution, solutions are successfully functioning that allow the use of smart cards in functional applications (access control systems in university buildings and dormitories; reader service systems in university libraries, systems for granting benefits to document owners in the provision of various services on the territory of the university). Along with the introduction of multifunctional identification cards, the BSU has created an infrastructure for the use of new electronic documents on the Mifare Plus platform.

Abstract

Analysis of bioinformatics data is an actual problem in modern computational biology and applied mathematics. With the development of biotechnology, as well as tools for obtaining and processing information derived from biological objects and systems, unresolved issues of the development and application of new algorithms and software have emerged. The authors propose practical algorithms and methods for processing transcriptome data for effective results of annotation, visualization and interpretation of data.

Abstract

Computer vision technology is used to obtain the necessary information from images. The two-dimensional image was transformed into its corresponding three-dimensional structure based on the reconstruction process and singular points. A review of software tools designed for scanning objects and measuring their dimensions is performed. A mathematical model and algorithm for constructing three-dimensional structures of objects in images are presented. Based on the design pattern, the architecture of the software application is developed. It consists of an image processing module, a module for calculating the size of objects, and a module for storing the received data. The fastest algorithm for finding singular points and their descriptors is used. In this paper, both homogeneous and Euclidean coordinates of characteristic points are calculated. The method of using the mobile application in automatic and manual modes is described. The results of scanning objects with the camera of a mobile device and determining their size in real time are presented.
