The article is devoted to the formation and implementation of the digital agenda of the Eurasian Economic Union. It describes the nature of the digital agenda, its objectives and strategies. The effectiveness of the implementation of the digital agenda of the EAEU, predicted by the specialists of the World Bank and the Eurasian Economic Commission, is considered. The characteristics of the starting conditions for the economic development of the EAEU member states at the time of the formation of the digital agenda is given. The analysis of the relative weight of Internet users, the readiness index for the electronic government and its components, as well as the coefficients of variation of these indicators is carried out. Based on this analysis, the place of the Republicof Belarusin the regional processes of the digital transformation of the economy and the reduction of the digital divide between the EAEU countries in 2006-2016 were identified. The analysis also led to identification of problems in the field of digital transformation of the economy, facing the EAEU countries, and possible ways of their solution.
The concept of digital transformation and its difference from informatization processes are considered in the article. The dynamics of the share of the gross added value of the ICT sector in theRepublicofBelarusis analyzed, and this indicator is compared with the OECD countries. A multiplicative index model that allows assessing the influence of the main factors on the dynamics of the share of the ICT sector in the GVA has been developed. A cluster analysis of the types of economic activity on the indicators of the use of ICT was carried out (e-mail, Internet, local area networks), as well as the availability of its own website, as a result of which groups of "digital leaders" and "digital outsiders" were singled out. The estimation of readiness of the economy of theRepublicofBelarusfor digital transformation in 2016 is presented on the basis of the share of economic activities that are "digital leaders" in the total value of GVA.
The purpose of the article is to show the influence of modern information technologies on the processes of globalization. The article shows how the digital transformation of society under the influence of the explosive growth of cross-border data led to the next stage of globalization, a characteristic feature of which is a new form of organization of economic relations — the digital economy. The essence of globalization, its features, stages and tendencies are considered. The advantages provided by the development of modern information and communication technologies (especially the Internet) to participants in the processes of globalization are reflected. The characteristic of the digital economy as a new stage of economic development is presented, its various definitions and specific features are considered. The specifics of the development of cross-border electronic commerce, its advantages and the essence of the cryptocurrency as potential new world money are described. Considerable attention is paid to the trends in the development of new global digital processes and the risks generated by the digital economy.
The article examines the features of the educational process in the digital era, the main distinctive features of the digital generation and its specific needs, as well as key competencies and skills that required in the digital economy. The main trends in the sphere of education are described. The priority directions of transformation of education are proposed, which allow successfully adapt the education system, primarily higher education, to the requirements of the information society. The experience of the USA and European countries in the field of digital transformation of education is presented.
Features of small innovative entrepreneurship as the intellectual intermediary between a science and manufacture are considered. Trends in the development of small innovative entrepreneurship in the Republic of Belarus, as well as trends in the development of innovations throughout the world are presented. The mechanisms of state stimulation of innovation activity are named. Specificity of creation and functioning of technological parks in the Republic of Belarus is presented. The ways of realization of effective and rational system of the state support of small innovative business are offered, that will allow to fix normative basic characteristics of small innovative entrepreneurship.

This article considers the decision-making process in enterprise logistics systems based on minimizing the costs of analysis of the initial situation, by determining the sequence of the most significant indicators describing the situation. Various approaches to the construction of decision-making models are considered, a conceptual model of the decision support system is drawn up. The system of logistics management of the enterprise with application of special mathematical and software on the basis of the system approach and modeling methods is considered.
This article introduces a method of web-application quality evaluation based on static analysis of the source code. A model for SQL-injection vulnerability detection and a web-application quality model based on the results of vulnerability detection that extends the ISO/IEC 25010 quality model are described.
The article deals with the specifics of the application of information technologies in the transport sphere. The importance of improving the safety of the vehicle operation is substantiated, and possible ways of solving this issue are presented. The article contains a sequence of analysis of the reliability of an internal combustion engine, which is considered as a complex multi-level system. As a methodological basis for constructing computational algorithms of the system of preventive diagnostics, a systematic approach was chosen. An algorithm for the development of a mathematical apparatus for a diagnostic system that is part of an "intelligent" transport system is presented. A model of the engine diagnostic system was developed. The data obtained with its help were used as the basis for the functioning of the vehicle failure prediction system.
The paper analyzes the use of open data, discusses problems associated with open data, and solutions for working with them, and assesses trends in the publication of public data in open formats. The estimation of volumes of the open data market in the Republic of Belarus is presented. The analysis of the applicability of the world experience on data discovery for the Republic of Belarus was conducted, the topical issues of ensuring the proper level of information protection when publishing data sets were discussed, effective ways of using open data were suggested, and the importance of ensuring sufficient regulatory regulation was noted. The economic and sociocultural effect of the dissemination of state data in an open format is considered. In conclusion, the most topical issues of open data are formulated, which will determine the effectiveness of the development of information technology in the near future.
