Abstract

The article substantiates the importance of ensuring the efficiency and competitiveness of the websites of Belarusian organizations in the context of the active development of the digital economy and internetization. The study showed that Belarus is characterized not only by the quantitative growth of organizations’ websites, but also by the growth of their functionality and complexity, in which more and more processes are automated, and users perform more and more actions online. In such conditions the implementation of the possibilities of digital marketing and web analytics, as well as a new level of digital transformation of marketing such as MarTech- (MarTech) systems and solutions is critical. At the same time, the competencies of SEO specialists, who traditionally deal with the issues of website promotion on the Internet, are not enough for this. The authors propose a transition of specialists in the Republic of Belarus to a new format – specialists in digital marketing technologies and web analytics, which will be aimed at meeting the growing needs of the national economy.

Abstract

The transition from an industrial society to an open information society based on digital technologies is accompanied by the formation and becoming of a digital market, which objectively requires increased attention of scientists to a comprehensive and more detailed study of socio-economic problems and the development of the consequences of this process. Due to the relevance of the proposed topic, the article examines the essence of objects and subjects of a digital market, highlights the specifics of digital goods and services. It reveals the content of e-commerce as the main segment of a digital market, gives a brief description of a digital services market.

Abstract

The problem of effective human resource management is relevant at all stages of the life cycle of an organization. Every day, HR managers have to deal with difficulties, the solution for which is often not trivial, and sometimes requires the use of modern digital technologies. This article analyzes the basic principles of human resource management proposed by Jeffrey Pfeffer in terms of positive and negative aspects of implementing each principle in practice. The article concludes with recommendations on possible options for such an implementation in the context of digital transformation.

Abstract

The article systematizes modern indices for the development of the information economy in 2013–2021, ranks countries by the level of information development and clarifies the positioning of the Republic of Belarus in the world system of classification of the formation level of the information economy. The development of the Republic of Belarus according to the Global Connectivity Index is considered. The model of the change trend of the Global Connectivity Index for Belarus, which allows predicting its change, has been built. The model of the trend changes in the global index of network interaction for the Republic, that allows to predict its change, as well as a model for the evolution of the functions of changes in the human development index and the index of network readiness over time, were built. A new system of indicators that take into account the methodological approaches of cliodynamics in economics has been proposed. With the help of synergetics and theory of developing systems, optimal dynamic levels of information development, taking into account the growth of the quality of anthropogenic resources, are determined. Transformations of innovative processes in the new economy in dynamics when passing bifurcation points are considered.

Abstract

The article considers issues related to the use of data identifiers in current population accounting. The author’s classification of methods for identifying personal data a with an indication of their advantages and disadvantages  is  presented.  The  dangers  of  using  identification  numbers  are  defined.  Particular  attention  is  paid to the problem of repeated formation of identification numbers and ways to prevent it and stop the consequences. Proposals on the use of identification numbers in the created information resources are formed.

Abstract

The scheme of business processes in institutions of secondary specialized education is presented. A management model for theoretical training of specialists with secondary education is proposed. The model is built using the BPMN notation, which allows one to reflect the process approach in management. The management model is presented as six building blocks: development of documentation, organization of educational process, intermediate attestation, distribution, final attestation, analysis and formation of final conclusions and recommendations. The model created reflects the processes “as is” and is a preparatory stage for further improvement of business processes. The description of the output data of the model blocks is presented in the form of linked sets, which allows one to optimize business processes in the institution of specialized secondary education by various optimization parameters.

Abstract

The article compares the definitions of interoperability presented in international standards and documents. The transformation of this concept is shown and justified, starting with a technical definition and ending with a complex concept, which is an integral element of digital transformation processes. The main processes (business management, consumer management, communication channel management and service-oriented technology management) necessary for the implementation of the New European Interoperability Strategy are presented. The principles and levels (political, legislative, organizational, semantic and technical) of interoperability are presented. The experience of the United States of America, the countries of Europe and the Russian Federation on the regulatory consolidation of the interoperability of open information systems and the practice of its use in some areas of activity are analyzed. A model of interoperability is presented in accordance with the standards of the Russian Federation, including technical, semantic and organizational levels. On the basis of the analysis carried out, a more complete normative consolidation of this concept in the Republic of Belarus is proposed.

Abstract

The article presents the results of studies that were related to the implementation of a comparative analysis of methods for training information security specialists in the field of information technology in the Republic of Belarus and the Republic of Azerbaijan (on the example of the methods used in the Belarusian State University of Informatics and Radioelectronics and at the Azerbaijan Technical University). In the course of study, the method, developed by the authors, was used. The method is based on the analysis of the curricula used in the indicated higher educational institutions for the specialties related to the information security, and on the obtaining the following indicators according to the results of this analysis: the total number of classroom hours allocated in each of the courses for studying academic disciplines related to information technology in general and information security in particular; an indicator that characterizes the share of classroom hours allocated for practical and laboratory work in academic subjects related to information technology in general and information security in particular, from the total number of classroom hours allocated for the studying of these subjects. Based on the results of the study, it was concluded that there is a high degree of similarity in the approaches used in the framework of the methods for training specialists in information security at the Belarusian State University of Informatics and Radioelectronics and at the Azerbaijan Technical University. This makes it expedient to organize joint training of such specialists for the Republic of Belarus and the Republic of Azerbaijan.
